・An applicant will receive final approval once they have met all eligibility and admissibility requirements, including submitting biometrics and necessary documents such as an immigration medical exam and a police certificate. Only once a final approval is received will an applicant be able to travel to Canada.

原則的な承認段階の条件を満たした学生ビザ申請者（カナダの教育機関からの入校許可証、利用可能な資金がある、その他の学生ビザ許可の資格がある）には、第１ステップの承認通知がなされます。

原則的な承認が発行されたら、学生ビザ申請の他の基準を満たし、最終的に学生ビザが発行されることを条件に、海外でオンライン留学を開始し、その時間を卒業後のポスグラビザ申請に反映させることができます。

バイオメトリクスや、入国審査の健康診断書や警察の証明書などの必要な書類の提出を含む、すべての資格要件と許容要件を満たした後、最終的な学生ビザの承認を受けることができます。最終的な承認が得られて初めて、申請者はカナダに渡航することができます。

以上IRCCからの発表でした。まだこのアップデートについては不明な点もあり（第１ステップの承認が下りるまでどれくらいかかるのか、いくつかの教育機関は現時点で学生ビザを持っていない学生への入校許可証を発行していない　など）、実際にどのような運用となるのかまだ不透明な状況です。
